Metro Atlanta Emissions Inspection 2026 — 13 Counties, Exemptions, and What to Check Before You Buy
If you register a vehicle in one of 13 metro Atlanta counties, you almost certainly need a passing emissions inspection first. Here is the complete list of counties, the exact model years exempted, the fee cap, and what happens if your vehicle fails.

The 13 metro Atlanta counties
The emissions program covers vehicles registered in the following 13 counties: Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, and Rockdale. If your vehicle registration address falls in one of these counties, the inspection is required annually with certain exemptions.
Vehicle exemptions
The Georgia Clean Air Force emissions program excludes:
- Vehicles 25 model years old and older — the exemption is rolling. In 2026 that means vehicles from model year 2001 and older are exempt.
- The three most recent model years get an exemption at first registration. So 2024, 2025, and 2026 model-year vehicles are exempt for the first three years.
- Motorcycles and mopeds are exempt.
- Diesel-powered vehicles are generally exempt.
- Certain alternative-fuel vehicles meeting specific criteria are exempt.
- Antique or historic vehicles registered under a special plate designation.
How the inspection works
You take the vehicle to any Clean Air Force licensed inspection station. The technician runs the required emissions test (OBD-II readiness check for most vehicles from 1996 and later; tailpipe or two-speed idle for older vehicles). If the vehicle passes, you get a certificate that is uploaded electronically to the Georgia registration system. Cost is capped at approximately $25.
What if the vehicle fails?
If your vehicle fails emissions, you have 30 days to complete required repairs and re-inspect before your registration is blocked. Georgia’s program includes a limited-use waiver mechanism for buyers who cannot afford the required repairs: after documented spending of a minimum amount on emissions-related repairs (typically around $150-$300 depending on vehicle age), the vehicle can qualify for a one-time waiver.
Buying a used vehicle for metro Atlanta registration — what to check
Before you sign for a used vehicle you plan to register in one of the 13 counties:
- Verify the vehicle’s emissions status. Ask the dealer for the most recent emissions certificate.
- If the vehicle is over 25 model years old, no emissions certificate is needed — verify the exemption applies.
- If the emissions certificate is due to expire within 30 days of purchase, have the dealer re-inspect and re-certify before delivery.
- If buying from a private party, do the emissions inspection yourself before completing registration.
