Georgia Doc Fees 2026: What’s Legal, What’s Negotiable, What to Ask Before Signing

Georgia has no statutory cap on dealer document fees. Every dealer sets their own. What Georgia does require: the fee has to be disclosed on the paperwork before you sign, it has to be applied uniformly to all customers, and the FTC’s CARS Rule at 89 FR 590 (currently paused pending review) sets the federal-level “offering price” disclosure standard.

  • Doc fees are typically included in the TAVT taxable value — at 7.0% TAVT (2026), a $500 doc fee adds $35 to your total tax.
  • Negotiable in writing before signing. Not negotiable after.

What “doc fee” actually covers

The doc fee (also called “dealer services fee” or “administrative services fee” in Georgia dealer paperwork) is the dealership’s charge for processing the sale paperwork. It is not a government charge. It is not a tax. It is not the tag agency fee (which in Georgia is typically a separate $189 line item).

The Georgia rules

Disclosure required under Georgia FBPA § 10-1-393(b)(14). The fee must appear as a separate labeled line on the Buyers Order or Retail Installment Contract before your signature. Bundling it into the vehicle price without a line item is a Georgia FBPA disclosure violation.

Uniform application required. Charging one buyer $499 and another $999 for the same paperwork — especially when the pattern correlates with race, national origin, or Spanish-language negotiation — is a Georgia FBPA violation AND a federal ECOA (Equal Credit Opportunity Act) violation at 15 U.S.C. § 1691.

TAVT interaction — the hidden compound cost

Georgia’s Title Ad Valorem Tax (TAVT) is 7.0% in 2026 under O.C.G.A. § 48-5C-1. Most Georgia dealers include the doc fee in the fair-market-value figure they report on the MV-1 title application, meaning you pay 7% TAVT on the doc fee too.

Worked example. $500 doc fee at 7% TAVT adds $35 to your total. $900 doc fee adds $63. Ask your dealer to show you the TAVT calculation on the MV-1 before signing; the base figure should be transparent.

How to negotiate before signing

  1. Ask the doc fee before you shop the price. Not at the F&I desk. Not after the Buyers Order is drafted. Before you commit to the vehicle.
  2. Compare against other dealers. Doc fee varies significantly across Georgia dealers. Bring a competing dealer’s doc fee as a reference.
  3. Ask for the reduction in writing on the Buyers Order. Verbal reductions do not survive to closing. If the F&I office promises “we’ll reduce the doc fee,” get it on the paperwork before you sign.
  4. Read the Buyers Order line by line — vehicle price, trade-in credit, doc fee, tag-agency, TAVT, extended service contract if any, total. The doc fee line should match what you agreed to.
